So I want to get into coloring and really providing a sense of atmosphere to an area, but I'm really in need of some tutelage.

If I manage to get things looking 'right'.. it's more likely a lucky guess when tweaking layers than a conscious choice. This bugs me quite a lot. For instance, the highlights on the hair are almost a neon purple, as if it's reflecting the long lights from a bathroom above a mirror, while the color on her skin almost looks more like it's from an incandescent bulb.

If anyone has some insight they could share, it'd be greatly appreciated. Examples along with them would be even better!

Alrighty, let’s get the hack and chop going.
You want to focus on atmosphere then I’d suggest starting by putting something into the background. Even just a simple gradient will help. A blank canvas will always look like a sketch.
You’ve put the light coming from over the viewer’s shoulder which doesn’t look that good. Kind of like a flash on a camera. Make it more of an above light even if it means some parts will be cast in mostly shadow. (It will give more depth as it looks flat atm.)
Put the shadow on a different layer and use the layers blending mode to find what works best and try using a deep purple or blue for it. Warm reds, yellow or oranges and cool blues purples and maybe greens are best to set the mood rather than flat blacks with transparency.
Your highlights you can do the same but obviously with a lighter colour. Don’t forget that with highlights the brighter and sharper the highlight the smoother the texture is. So the hair thing could be brighter but unless she is…. Oiled up, skin doesn’t have much of a highlight. (One or two bright highlights on the lip for gloss.)
And for the final parts add a black transparent block on the stocking part to her top as I thought you had tried to shade by cross hatching and drop a solid colour over everything and play with the blending to harmonise the colours a little. (Try a gradient going away from the light source.)
Honestly you can do a lot playing with blending layers. Now it’s time for me to stop acting like a know-it-all prick and to let people criticise my criticism. Oh, and add rim lighting to long edges like her ass and her right tit.
